Malaysian legal practice has always been built around the Client/Matter structure — a client may have multiple matters, each with its own billing items and disbursements. LHDN's e-Invoice mandate does not change this structure, but it does add requirements for how invoices are recorded and submitted. This article explains how the two systems fit together.
The Traditional Legal Billing Structure
In a typical Malaysian law firm:
- A Client is a person or company who engages your firm
- A Matter is a specific legal engagement (e.g. "Ahmad bin Ali — Sale and Purchase of Lot 1234")
- Each matter has Billing Items — professional fees for work performed
- Each matter may also have Disbursements — out-of-pocket expenses incurred on the client's behalf (court fees, stamp duty, registration fees, searches)
At billing time, the firm issues a statement or invoice covering professional fees plus disbursements for one or more matters.
What LHDN e-Invoice Adds
Each e-Invoice must include additional structured data that LHDN uses for tax validation:
- Seller TIN — your firm's Tax Identification Number
- Buyer TIN — your client's TIN (for corporate clients) or NRIC (for individuals)
- MSIC Code — 69100 for legal activities
- Invoice type — 01 (Standard), 02 (Credit Note), 03 (Debit Note), etc.
- Line item description and amounts — each billing item and disbursement as a separate line
- Tax classification — whether each item is exempt, zero-rated, or subject to service tax
LexBill captures all required LHDN data fields as part of your normal billing workflow. You do not need to learn LHDN's technical specification — the system handles the formatting and submission for you.
Disbursements Under e-Invoice
Disbursements — court fees, stamp duties, registration fees, searches — must be included in the e-Invoice as separate line items. Each disbursement requires a description, amount, and tax classification.
This is where generic invoicing tools often fall short: they treat disbursements as a single line item or an afterthought. LexBill records disbursements against the matter as they occur, so they are automatically included in the correct format when the invoice is generated.
Billing Across Multiple Matters
A client with multiple active matters may be billed separately per matter, or on a consolidated statement. LHDN's e-Invoice system requires each invoice to reference a specific set of transactions. LexBill handles both approaches:
- Per-matter invoice: one e-Invoice per matter — clean audit trail, recommended for complex matters
- Consolidated client statement: one e-Invoice covering all matters for the period — simpler for clients with many smaller matters
Client TIN — What You Need to Collect
For corporate clients, you need their TIN (Tax Identification Number) to include in the e-Invoice. For individual clients who are Malaysian citizens, the NRIC number serves as the identifier. For foreign individuals, their passport number is used.
If you do not have your clients' TIN on file, now is the time to collect it. LexBill stores TIN in the client profile so you only need to enter it once.
